image: Add sanitizers for 'format' and 'partition-table-type'.
This allows common mistakes to be diagnosed early.
* gnu/image.scm (define-set-sanitizer): New macro.
(validate-image-format, validate-partition-table-type): New sanitizers.
(<image>)[format, partition-table-type]: Add 'sanitize' property.
