gnu: elfutils: Fix cross-compilation.
* gnu/packages/elf.scm (elfutils): Fix cross-compilation
[arguments]: When cross-compilation, apply patch.
<#:phases>: Use G-expressions.
* gnu/packages/patches/elfutils-libdwfl-string-overflow.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
