gnu: pari-gp: Update to 2.17.0.
* gnu/packages/algebra.scm (pari-gp): Update to 2.17.0.
* gnu/packages/patches/pari-gp-qfcvp.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register patch.
